Summary

This article describes the motivation for the work and its focus on measures to limit the impact of major unreliability events rather than their prevention. It briefly addresses various themes: review of past major unreliability events and their common features, justification of investment in defence measures, a new understanding of security and coordination of aspects of power system planning and operation.
