Summary

Working Group C1.23 has drawn together experts in transmission system planning from around the world to examine the current practices for developing scenarios and target networks in order to quantify the key industry decision points and communicate them to afected stakeholders. The WG investigated how each country constructs the scenarios and moves from the various scenarios to identify key decision points affecting target network. To establish current international practice each country provided their experience of how scenarios are created and then developed into target networks. The WG studied four themes: framework or process, who is responsible and authorized, the identification of generation scenarios and load development, robustness and flexibility of the target network and communication methods used to provide feedback to stakeholder.
