Summary

This paper is based on the survey conducted by WG C5.4 on congestion management. It describes market conditions and institutional arrangements in the 18 countries participating in the survey, and internal and cross-border congestion management. The interaction with the electricity market is dsicussed, considering allocation of transmission capacity, market schedule, congestion management tools and payment for the costs incurred. The survey shows that there is a tendency towards the use of market-based methods.
