Summary
The exercise of market power by generators can steal the benefits of a competitive market. Market power is a complex topic with mitigation measures possible in the market design, in related contract markets and in the dispatch timeframe. This study analyses the application of dispatch timeframe mitigation measures across 19 markets and draws conclusions about some inter-relationships which exist in market structure, industry structure and the regulatory framework.
